I agree, it is a good mod. First class. Sprites are also very nice, and this is based on the orignal because I've not looked at the new ones.

I cannot comment on balance. I would not recognize true balance if it trampled me, twice. As a guess, I believe my analysis of a balanced nation is that it is weak.
