Can you set your races mood?

Actually, I think it's a function of the AI_Anger.txt file for your race (if you set up your race to use its own ministers) or the Default_AI_Anger.txt file (if you didn't). I'm not sure if your mood toward other races affects their dealings with you or not.

Against other human players, I've only seen their races' moods change when the AI has run their turn for some reason.
