The Elerians are nothing at all like the Federation - it's just that the Federation shipset (both of them actually!) happened to have a female humanoid as its race portrait... the Elerians, a race which appeared in Master of Orion II (not 1 or 3, oddly enough) were a matriarchal society of psionic warriors! And might I say, the TK Projectors in Devnull Mod are quite nice - you just have to know that to get the psionic weapons you have to research Biological Weapons
