ow and no more water nation though (as if anyone would want too) since i need to get a set number of provinces for the map.

I think that if you set capitols VP you can see them in the map... So perhaps it's not a very good idea...

Why not just one random VP for each player, and owning 55% means winning?

BTW I vote for Vps too
