The artillery company is formation number 105, the FO team is number 479 (the one armed with the MP44 SMG instead of the Kar98K).

I tried setting up a random battle to see if the same problem occurred, and in that one the FO team did have a radio and could call down artillery, so it could just be a problem related to the fact that I'd started the long campaign with the 2.5v patch and upgraded halfway through the battle?
