Default Idle thought on submunitions...

...esp. on their dud rate - it does present quite significant realworld problem, so would it be possible/feasible to simulate in SP danger the unexploded bomblets present to both friend and foe? Say by forming a random hexes with one mine in the area of impact?

Nope! The "cluster munition" or "minefield" debate is actually a "post combat" problem. It is directly related to the "how" and "where" of modern conflicts. Instead of trying to eliminate "causes" we try to control "aftershock effects". As for the game the only question is whether CMs will be removed from the inventories of countries that'll sign a CM ban treaty. Yeah right! and I just came back from the pub where I had some beers with Peter Pan!

I read yesterday that Greece is looking for ways to find other suppliers for "cluster ammo" since the USA has new law that prohibits the sale of them or something like that. So, my guess, though I don't know, is that at least Greece hasn't signed the treaty to ban them. As hoplitis said, apart from some countries that are under no threat whatsoever, I really don't see any other country abandoning their stockpiles or stop acquiring them, treaty signatures or not.

No official treaty yet. There are ongoing discussions, but no papers signed yet. I think...

This sort of UXO is surely a problem for civilian life. Whether is a problem for a military unit is more debatable and the article gives really little in the way of hard info about that. Things like the probability of setting one off by stepping upon/near compared to mines etc.
In addition minefields in SP assume antitank mines being present. Those submunitions are probably not that effective against tanks tracks unless maybe they were pointing at the right way.
From what I remember from GW1 walking in an area where MRLS had been used was considered to be distinctly unhealthy but not especially dangerous for armored vehicles.
