Default Map question: #specstart

Tried to specify starting locations on a map but ran into the following problem:
Is it possible to specify a set of possible starting locations from which starting location for specific nation will be chosen?
#specstart should have 2 params to work: nation number and province number. What should I do if I don't want to link starting location to specific nation?
If it is possible in no way other than marking each province out of this set with #nostart, I really don't like it .

Actually I thought so but I didn't find the word "#start" in the maps directory with plenty of maps so I decided there's no such command
Yes, I know, I should have found it in the manual but....
