It's a shortlisted bug in the map commands section. #seaplayers 0 is ignored when determining nations randomly.

I didn't use #seaplayers. I used the code from SixLands which sets the permissable nations as every single nation number except the underwater ones. This includes unused mod available nation numbers.
It does seem to work.

#description "A Dom2 map by J High Updated for Dom3 by Sombre. Many craggy cliffs limit sea access. Ideal for 4-7 players; strongly suggested that you include water nations and those capable of easily entering the water. LA games are not advised due to Rlyeh's dominance in the water. 92 provinces, 34 of which are underwater."
This one might need a second version because I'm not 100% sure how well it would actually play. It might need some bridges between cutoff land provinces etc. It is pretty though and could be good for aquatic/amphibious themed games.
