I've found the blueprints for them in the AI ship designs, but they've never built one. I tend to attack one for a while, then another, then another to keep them off balance and from growing too much.

And if they do, look at it as a doomsday ship with teh challege of trying to overpower. I am sure 5 or 6 fleets of 100 ships could put to waste one super attack ship.
Also, If humans have an avantage over the AI by building ring worlds.
I have never built one due to this.
