The Kokusai Ku.7 has been offered as both a "glider" and a "Heavy Glider" in that OOB for years ( units 219 and 220 ) One allows you to load infantry and guns into it and the other allows light vehicles. That's why they are split like that. If the vehicle version used the same carry number as the gun and infantry version ( 32 )people would be able to load into it vehicles much heavier than in could actually carry and if we used the 215 number of the "Heavy glider" for the regular glider version you wouldn't be able to load all the troops it could actually carry so splitting it like this was a conpromise.
