I'll be making one as soon as i find a server where the admins aren't really opposed to making chat rooms for communities...

Just tell them you want a channel for SE4, standing for Sex Empires 4

There is a chat room provided by Dave Vaughn over at solar-outpost on SpaceEmpires.org/site/chat.shtml

I don't think it's IRC however.
