They're new nations that have been added to the game since it was first made. Do you see the sticky forum post "New Dominions Patch Is Given Unto Thee"? Those nations are part of the patch. If you don't know how to download patches there are probably directions in the FAQ, or just Google "Dominions 3 patch".
