I would go for more cities needed (50% is good) but no holding time. Its really really difficult to take back any city in this 3 turns (and nearly impossible in 1). Good players use teleport/cloud trapeze to defend stormable cities very effecitve.
Keeping VPs for some turns make only sence if you play with non-capital VPs. So some are still unfortified in late game and this one have to keep for 3 turns. |
