I don't think neither it's server related. This would be weird.

Also I noticed some random event on one province (Bandar Kadek : 77) :

The province is not really mine : TC owns the castle, I was just passing through the province, Abysia conquered it just after my armies left it. Anyway, there is no lab in the province allowing access to my gem stock. The commanders I had in that province didn't owned any gem.

Hence, it may be a bug related to this random event. Did you guys had that kind of event this turn ?

Now that you mention it... yes, I did. There were just so many messages that I DID miss it... It also was the only event as such this turn. Sorry for false alarm. :ashamed:

Unfortunately, there is no way to implement this in the game as far as I know. A real pity - I would like to use this in my ongoing 1001 Nights mod project...

Another thing - I won't be able to play for about 2 weeks starting next Tuesday: I'm being send off for a field work, where I won't have a gaming computer (though I'll probably manage to appear on forum from time to time). But I think I can find a sub before that...
