Won't an independent province 'lower' its own taxes in this instance, leading to very little unrest from an unrest-generating site? Because the sites are so much less unrest than the events, the odds are greatly in the event's favor, even if it's possible that a site can generate continuous unrest that continues to add up.

An independent province with a site that generates unrest generates the full unrest every turn and its taxation is always 100, so the unrest accumulates until someone else takes it and jacks taxes down so the unrest starts decreasing. Most sites that cause unrest are blood, but there are also a couple of fire and death sites which do it.

yes, and what turns is it? even a 5% site will add up... especially with the extra unrest caused by conquering it.
2 5% sites or a 10 or 15% site will cause crazy unrest easily enough.

Enemy dominion also causes unrest, and since indy provinces are never under friendly dominion (which helps lower unrest) they will also get unrest eventually unless no dominion has yet reached them.

It was plenty late in the game for that much unrest to build up, but why should two out of two have 400+ unrest? I've seen this before when taking a province owned by indies but in the past it's always been previously owned by another pretender.
