Domes and siegeing

Do domes work even during a siege? If your army controls the province but just not the fort it seems a little strange if you can't teleport/trapeze in reinforcements.

Dome works during a siege. And domes will try to block all teleport/trapeze spells target the province, regardless enemy's or your own.
