Go figger: RCE when I engaged enemy planet with planet bombardment weapons from a cruiser....came back and did strategic instead of tactical/manual and voila...ded planet & no RCE....

switched sides to enemy, checked to allow design minster "on" , end turn...RCE....this is B5 mod, so no telling WTH the AI is doing
