thanks for the heads up. It's not a bug, though. It is intentional.
The reason I used the base space yard type for the monster-cloak bases is that the AI distributes them better between the monster home planets. When I used the defense base type, I found that the AI would sometimes concentrate them on one homeworld and other homeworlds were left uncloaked. So it is just a game mechanic thing. Doesn't have to make sense as long as it works

The monster space yard component is a leftover from the testing stage of the mod. I decided to leave space yard ships and bases out. Oh, and believe me when you are playing
against the monsters, you will be very thankful that they can only crank out one baby per turn
