I figure this is all part of the chaos and fatigue of war...

I've had that happen. The highlighted hexes show where you can move, but not how you will get there. Sometimes, it's through buildings. When close to places you don't want to go, you have to move one hex at a time.

I once had to dislodge my enemy at a roadblock, i wanted to rush a tank into them and the tanks crashed into a building, after that i learn't to buy a dozer to support my troops when in a city.

I would say the solution is, If someone breaks dust discipline then get the heck out of there, the jig is up!!!!
