Sort of see what you are talking about but certain arty pieces wear out very fast especialy if using full range & hence propellant charge. It is not unknown to wear the gun out in one battle. I dont think gun accuracy has any effect on indirect fire

Suggest again you read the game guide.
Long time since I did but from memory
FOOs experience affects accuracy of initial shots (precision)
His arty skill affects effect so higher better kill chance
One or both of these may effect spread & having a LOS to target makes a big diffrence.
While reading seeing what effect a laser RF & GPS have to then you could suggest how to modify once you know how it works
