I played the After Infamy scenario as U.S. and absolutely no U.S. Amphib groups throughout the entire game, so I confirm this bug.
The game completed with the Japanese surviving past the end date and winning the game.

EDIT:

I checked through the scenario and game files and there's no mention of Amphib groups or SNF's so that means they are hard-coded...
