Visibility setting

Sorry for the stupid question but how can I set visibility in the scenario editor? The manual says "Select the visibility in hexes for the scenario with the visibility control" but in many years I've never been able to find that control! Perhaps is it a feature of the CD version?

The control for visibility is right between where you select the two nations involved.
