First of all, the AI is not very good so none of them can be trusted. They all do erratic things like offer you the highest treaty they will enter into one turn, then declare war the next. There are some with 'nice' settings in their AI files that do these things less often, though.

Actually, the EEE might need their own Category:

We're Brotherly toward you, and would like to request a Partnership treaty! Of course, if you don't accept, then we'll just have to gift you all of our mineral planets.'

Any of the 'friendly' races can be irrationally nice like that. On the other hand, I've had the Eee declare war on me for breaking a treaty.
