Yes. I use that effect in Pirates & Nomads so that any shipset without a "worldship.bmp" will use the generic one, from the planets images:

For example the Praetorian are the only stock race that has a Baseship picture.

The primary/secondary picture feature lets their Baseships look different from their Star Bases, without forcing all other races that to have a Baseship picture too.
