My many years of real life history in chairing various committees and meetings tells me that it's usually best for the chairman (or admin in this case) to have only a casting vote

Since a time always comes when someone needs to stick their neck out and make a firm decision (and accept the consequences) when everyone else is just giving the usual "I don't mind either way" responce
