It depends on a lot of things like whether the AI is disposed to be friendly, whether you colonize the same type of planet, your relative strengths, etc. The two most important factors are proximity and existing wars. The AI claims all systems adjoining any that it has colonized. If you have colonies in one of these systems, the AI is not going to like you, but the most important thing is wars. The AI usually goes to war with the first alien it meets. If that is you, you will be forever at war. If the AI has already met someone else and has a war going with them, they will both make treaties with you, especially if there is a buffer system between your empires. If you want to avoid wars, delay your exploration until the AI has a chance to meet someone else.
