Just from a quick glance, your #restricted tag has no argument (The first one). I would just delete it since you specify it later on. Also you won't need to specify the two eyes.

You need to place the modified DM file in a folder called "mods". Then you need to turn the mod on under preferences when you first start the game. Preferences > mods > turn it on.
