This is correct for most cases, but there are exceptions, as not all units can be healed of their afflictions with the 'heal troops' command that 'Healer' commanders have.

Undead for example can not be healed by normal methods. Neither can units with the 'Old Age' tag. For both of these, either The Chalice or Gift of Health are required to remove their afflictions.
