Yeah, if you dont want to deal with tarts, just play with game conditions which are conducive to ending before reaching a really stretched out end-game scenario.

As for whether tarts are broken - in terms of a mechanic, no they arent broken because the end game revolves around SCs. However, the fact that only Death gets a way to generate heavy non-unique end game chasis is, IMO, unbalanced.
