So, it doesn't matter what command I give the commanders, as long as they're in the province with the fortress? This contradicts what others have told me, that commanders need to be given the "Defend Castle" order for the units under their command to be included in the repair calculation.

I guess I could put all the units into the fortress garrison and then tell the commanders to "Research" or "Forge", but then I'd lose the ability to position them on the battlefield and give them orders.
