Why DOES it? I'm not sure, I have the feeling I knew at one point and it was related to the UWGIM mod.

Burnsaber could probably give a more complete explanation, but the reason is as follows:

Oceania and Atlantis (and maybe Rlyeh) have new recruits in coastal fortresses only. This isn't actually a moddable quality, so what he did is copied the nations that had such capability (eg, MA Rlyeh), and then replaced all its units with the units for the appropriate nations (Atlantis, Oceania respectively) with the new coastal recruits replacing MA Rlyeh's coastal recruits.

Of course, this requires MA Rlyeh be available in EA, thus SingleAgeComplete.

Well, castle storming has never been my speciality. And the 25+ gems that rain down on me in form of remotes every turn aren't making them more easy.
