If Rlyeh is just staling, we should be looking for a sub. They seem to be in a halfway decent position (relative to Atlantis at least), and it seems a shame to have them just stale themselves into oblivion...

The other staling nations are generally irrelevant, with 2 and 0 provinces, so i wouldn't bother. But Rlyeh could actually do something.

I believe a sub was posted for around 2 weeks...I will put another post in but I need to know more about the position they are in.
