There should be a mods directory.
You didnt mention the type of computer. If its WinXp then it would be something like C:\program files\dominions3\mods
Lets say the mod is named "example".
If its just the mod file example.dm then it just goes in the mod directory.
If its a zip which also contains a subdirectory for its images then you should be able to unzip it in the mods directory to get both..
example.dm
\example\
Now, on the main menu where you would go to "Create a New Game" first you need to go "Preferences", then "Mod Preferences", and should see all the mods listed. click the ones you want to turn on.
Now create a new game.
