By the way - yes, multiple arrows can overcome both hit points and magical wards. But every bit helps and when opponent needs 2+ arrows to kill your commander any protection doubles in efficiency, while multiple such commanders in the province become very hard to kill. It becomes cheaper just to Dispel this global.

If you mean literal "protection" as in "the stat" one of the beautiful things with Seeking Arrows is that it deals armor negating damage, so protection isn't a defense against it.
