EA agartha is a fully amphibious nation. LA Jomon is a unique nation that isn't really amphibious but had UW ability added on later without really adding a way to get there. LA Atlantis is another fully amphibious nation that was just chased out of the water. LA Mictlan has some atlantian refugees, which explains how they get underwater but can't really build anything. I think the only other land nation with a hope of getting underwater PD is MA Agartha, but I am not sure whether they can or not. Your best bet though, really, is just to try everything, yes.
