 Neither have been released yet. 25 was the release to the beta testers and 26 is an update from that 
when it is released it will be here..

 All new patches are beta tested first to see that everything works as it should. There were some serious issues with a couple of patches in the past that necessitated further fixes before they were ready for public consumption. |

 Non-GoR able tartarians would just reduce the numbers available for using as commanders. They would remain the most powerful thing in the game, it would just make more tries to get an SC commander, and there would be more "troop" Tartarians who are basically too mad to be allowed to go off on their own. |
