To answer your questions:
1)I rarely do that any more, probably because it rarely happens to me anymore. I don't even remember the last time it did. There is plenty of pissed off moments though when an enemy MBT keep deflecting all my shots. I don't care how good armor it is, no tank should withstand 20 hits by MBTs in a single round.

2)I used to pick on neighbouring countries since it made sense. After many many battles I knew them so well that I had zero problems defeating them all the time.
Now I either pick random countries, or as I do most of the time, play PBEM. I have 3 winspmbt PBEM games on all the time, 2-3 turns each every day. Several hours spent on this game every day.
