yep. often it is because of an inteligence operation, but sometimes they just do it when they get really unhappy (or random event). their empire name will usually be named after their planet or system, but they will share all of the racial qualities with their parent race.

(they are usually really easy to get to surrender, as they only start with one world, and they start with it mid-late in the game)

you should have a first contact notice from them too..

Yep, you betcha they can. Happens all the time. Usually as a result of some other players Intel attacks. Best way to get them back is to send in the troops. Most of the time thats how I get em back. To hell with negociating with them, they are subjects of my empire, and they WILL obey me. (Can you tell I am a tyrant?)

I believe it can also occur as the result of a random event.

It'd be nice if there was a chance for planets that have been rioting for awhile to break away but I don't think it's been programmed in (yet!).

Somewhere there's documentation that says the longer a planet riots, the more likely it is to rebel. But you're right, I don't think it works yet.

Actually, I had a planet rebel on its own once. I had just taken over a planet with troops, and after 3 turns of seeing "population is rioting" I got a "First Contact" message and discovered that the rioting planet was now its own empire. I was a little ticked, so I glassed 'em. Real pain too, since I had left the old weapons platforms on the planet...
