Wishlist: "better" forts

It would make sense, if forts with military or army control would automatically conquer nearby provinces without military or army control.

For example, there is a province bordering 4 other provinces, one with an enemy army, one without, one with rebel army, one with enemy military. If I build a fort with my army there, I have for 50% percent chance, that the province without army or military would join my empire. The higher the dominion the higher the chance..

Is it possible to make such a mod? If so, how?
