I think that the score is over rated...

The best way to judge an empire is the planet /production ratio's

The rest is just icing on the cake.

If you out produce and own more real estate then you are most likely the stronger race...

Every point of minerals, organics, and radioactives, generated counts as one score point. Every point of research and intelligence generated counts as one score point. Because happiness affects your production levels, any widespread change in happiness will also affect your score. Ditto for population levels.

Each kt of your ships and bases counts as 10 points.

Each level of researched techs counts for 200 points.

Units don't appear to give any points, whether in cargo or space. Population doesn't count either (except for production bonuses).

In the long run yes.

But in teh short run, if a smaller-but-prepared-for-war empire attacks a theoretically-much-better empire that is UNprepared for war on that same scale ... it's possible the attacker could press their advantage and make some early gains. If those gains are large enough, the industrial capacities of the two empires might equalise enought o make retaking the lost worlds/systems difficult for the previously-larger empire.

IOW, lots of planets and resources and build capacity, but insufficient military might to keep those worlds and systems ... means you're a paper tiger.

Ditto if you have a huge military, and miantenance eats up most or all of yoru resource production; youw on't be readily able to replace combat losses, and are a paper tiger "of a different stripe", if you will pardon the pun.

OOps I pushed enter too soon. Here is the answer. Someone did some tests and came up with this . The score is based on 200 points per Tech level
1 point per resource/research/intell point
10 points per kT for ships/bases
no points for units/pop/colonies/systems
This means that my big fleet counts a lot more than lots of small planets.
