Ditto if you have a huge military, and miantenance eats up most or all of your resource production; you won't be readily able to replace combat losses, and are a paper tiger "of a different stripe", if you will pardon the pun.

Be careful when talking about paper tigers - a certain 'tigga might leave his pub to make smart-alecky remarks on this thread...
