On the first menu of the game is Preferences, then Mod Preferences.
There you can turn mods on and off.

Once you begin a game with certain mods, it remembers them. You dont have to leave them on. Whenever you pull up a turn for that game, the mods used in it will automatically open, and then automatically go back to where they were (such as being closed) when you switch to another game
