Means that there will be no mechanism in the game for upholding NAPs (Non-Aggression Pacts). If you make an NAP and stick with it, that's great, but the choice to do so is personal. People can break an NAP at will and I won't care and I won't do anything about it. Now for those who don't like this, oh well. If someone breaks your trust, just don't trust them a second time is all I can say.
