Open the Seal is the same as Utterdark, and that is one the spells that are generally considered a declaration of war against everyone else. Just like Burden of time or Astral corruption it constitutes an aggressive action against all other nations. Diplomatic agreements, NAPs and the like, is generally considered null and void when one of those spells are cast.

Yeah, I've only ever signed 3 NAPs and two of those were broken without notice (astral corruption didn't go down too well). The third is looking shaky ^^.
Still, at least all my guys are awesome in the dark.. till they desert.
