I see the new map and one think hurt me. The river when you can not cross. Flying unit stop, water unit stop too? But why not...

Province connections are set manually by the mapmaker after the map has been drawn. Impassable terrain like a river is simulated by not connecting the two provinces. So despite the two provinces being next to each other on the map, the game doesn't recognize the fact that it would make sense if you could fly between the two.

Every mage knows 'You just can't fly over water'. It's the nature of magic. No one has ever flown over water....never have and never will.
