I was asking myself that question since I want to keep my Operation Iraqi Freedom AAR realistic, and to do that I have to restrict the Iraqi access to tanks from April 2003 or something like that, so that I don't encounter huge numbers of Iraqi tanks when they in reality hardly had any.

Note that the numbers I posted refer to what is operational (or was the last year). That means basically what was in working conditions or could be made so with limited efforts and was felt to be useful. Large amounts of equipment that survived combat after 1991 were taken out of service due to lack of spares and such. A lot of equipment that survived the 2003 war was disposed of. No doubt the iraqi army was understrenght but the armored component was still non trivial.

36 fixed-wing aircraft in air-to-air engagements
6 helicopters in air-to-air engagements
68 fixed- and 13 rotary-wing aircraft destroyed on the ground
137 Iraqi aircraft flown to Iran
3,700 of 4,280 battle tanks
2,400 of 2,870 assorted other armored vehicles
2,600 of 3,110 assorted artillery pieces
19 naval ships sunk, 6 damaged
42 divisions made combat-ineffective

I'd be VERY leery about the tank/armored vehicle/artillery losses reported.
It's nearly impossible for a pilot to notice the tank he is killing is already dead. So the same tank often gets killed over and over.
My rule of thumb it to cut aircraft reported kills by 66%.
