Staff of Storms the item means that storm is automatically cast. If you assign Staff of Storms as a weapon to a monster, Storm is NOT automatically cast unless the monster also has the #onebattlespell "Storm" command set.

I don't remember if Son of Ezekiel has it. If Storm doesn't get listed as a battlefield enchantment when he goes into combat, then he doesn't have a #onebattlespell.
