It has some merit late war for Germans as they did in certain instances become critical on fuel due to lack of supply. But it was rare & they were mainly defending.

Do it yourself using house rules example
Roll 2 dice every second hex entered or something if roll 10+ fuel critical.
Future moves a roll of 8+ means they have run out.

A very famous person I just finished reading wrote the following on his precepts of war taken from Chapter 7 titled Maneuvering; Item 11. " We may take it then that an army without its baggage-train is lost; without provisions it is lost; without bases of supply it is lost." . I feel it safe to say our "General" in the game on both sides have read from this person and others so they have insured we are ready for combat before each encounter. What happens after that is up to us. If you were the " General" wouldn't you do the same for your subordinates before facing the enemy? That's what the game is doing timescale and all other issues aside. You are prepared to fight, how you fight and whether you win or lose is still up to you. That's the bottom line game world real world. One battle at a time during one campaign long or short. Unless counter attacking; fight, refit and fight again. Maneuver is difficult or at least time consuming enough in preserving your equipment and meeting your operational goals by battles end. I like my commanding "General" in meeting my logistical needs before we cross the " line of demarkation" and not to let him or her down I make sure to abide by the above precept as well on the battlefield. I just wish we could do the same for AI down the road on the option of battlefield logistics.
