Possible Flag bug
I was playing against the 2013 Iraqis and noticed that the id flags were missing. Just for grins I picked a battle playing as them as also saw no flags. The flags were there before the new flag in 2006 or 2007.

Mine are on.
If I understand your post, I put an Iraqi force together in the Editor in the year 2013 and the ID flags were not visible (not that I play with ID Tags on in the Preference screen.) So, I turned on ID Tags and voila, the Iraqi flags were visible.

Interesting... I am just picking a random battle. Looking at it further. There are no Iraqi flags on any screen once I am past the Battle Screen. If I pick another nation I can see a flag on the deploy screen and one in the upper right when it is your turn in the actual play screen. Nor am I getting victory hexes with the new flag. The 2007 Iraqi flag works fine.

Everything is working as it should in both my working copy of the game and the virgin patched copy I use to test the installers. The 2013 Iraqi flags are showing up in deploy and battle both ID and V Hex and everywhere else they should be showing in the game.

Same here.
You may have installed a patch to the wrong folder, or not installed all the patches in sequential order. Or have a disk error. Or installed a 3rd party mod which had its own national flag SHP file based on an older set.
-Try a disk search for SHP files and see if there are any squirrelled away in unexpected directories. If so - a patch may well have been put into the wrong path. Make sure hidden folders are on, and file extensions are turned on in windows exploder.
I'd recommend a reinstall from scratch, applying all the patches and checking the paths you use for each installer to be 100% sure they are all going to the same place.
Also it's worth doing a disk check for lost clusters. Do the reinstall after windows has recovered any such. One of those may have been in your SHP files area, recovering the lost cluster may or may not fix it.
If you had applied a 3rd party mod with its own flag SHPs - contact its author.

The last release added six flags, and the Islamic flag should be updated on Icon0098.23 (top row, far right).
I won't be able to get to it right away.

Thanks Guys!
I overwrote Uruguay and Paraguay with Mexico and Venezuela in 96 & 98. I had the shp's saved. When the upgrade came out I just overwrote those two files not realizing that more flags had been added.
I installed a fresh version and took those two shp's and added Mexico and Venezuela back into them and copied them to my game directory. I hadn't noticed since I haven't played with Iraq after 2008 since the upgrade.
Lessons learned but not a big deal to fix. I have my game pretty modded out so I really didn't want to re-do everything. A couple of flags is no big deal.
