Default Dumb Crafting Question

I'm playing yet another game. It's quite a change to go from weapons that can hit for 10,000 to a +2 pistol with range of 1/2!

One question. Some devices are marked with carats (^), asterisks, and/or exclamation marks.

Carats mean Base Crafting Level advances.

Asterisks mean you don't yet have the schematic for that device.

But what do exclamation marks mean? It's not in the manual.

I wonder if there are different editions of the manual, as it is in mine? P.34 ".....means that you haven't learned the effect of that device yet."

Thanks. Same manual. I missed that. FWIW, I blame that from drastically fading eyesight at age 60 from medical problems.

I have more dumb questions, concerning knowledge of "effects," but I'll spare everybody for the moment.

As far as I know, knowledge of effects simply helps you identify artifacts. If you find an artifact that has an effect that you know, it will auto-identify. Well, sort of... the effect will be listed next to the artifact name, and then you can go manually identify it to receive the (randomized?) identification bonus.

That's my understanding, anyway. I'm happy to be corrected.
